Judging from the direction of travel, wouldn’t that have been a Mexican officer?

Not sure-the fence might be built 10 feet inside our own border or something like that where we could patrol and maintain a fence, if one were actually built or maintained.

Or patrolled.

Guess it depends on the local geography, coast could twist there. Or they might have built the fence along a berm or something.

Plus If that’s the Pacific Ocean you are looking west and the US is north or right —which it is. It’s probably an interior fence or we own the strip right outside the fence and he was patrolling.

But yeah I guess it could be a Mexican officer. Doesn’t change the fact they are getting in with ease.
