In my neck of the woods _all_ traffic laws are considered suggestions. Right turn on a stop sign? Don’t even slow down. Passing on the shoulder? Go for it. Why would things be any different for a bus with flashing lights?
The police have these new SUVs that everyone is calling stealth cars. Blacked out except for the dark grey shield on the side. But if you watch these cops are just as guilty of not following the traffic laws. I guess you can say they blend right in.
I have considered writing to the state representatives and just have them update the laws to say that stop signs are just red yield signs and to strongly enforce that. If you are turning in front of me when I don’t have a stop sign, and I have to apply my brakes, you get a ticket.
Alas, I have a cloud to go shout at.
I recall being at a large four-way intersection in Mexico City where cars were oozing out of twelve lanes into the center from every direction, despite the lights and a uniformed cop with a pump shotgun slung over his shoulder standing in the middle of it all trying ineffectually to control the chaos.
