Gabbard is not an NBC and hence is POTUS ineligible.
Like Senator Barry Goldwater, Gabbard was born, not in the United States (meaning, in a U.S. state), but rather in a mere territory of the United States (i.e., American Samoa, more specifically, on the main island of Tutuila), was not born in the United States.
Not sure about the citizenship status of her parents at birth. FWIW.
Give her credit though—at least she wasn’t born in a foreign country (vis.: Cubamerinadian Ted Cruz, Panama John McCain).
Her mother was a US citizen, so was her father, through his grandfather, a US sailor and citizen.
Even if one believes the NBC theory, Barry Goldwater was as eligible to be president as John McCain, and possibly more eligible than Barack Obama. Goldwater’s mother was born in Illinois and his father (sources say) in California.
Also, in the time of the framers of the constitution the US had control over large territories west of the Appalachians that had not become states. If Washington, Jefferson, or Adams had had a son who went over the mountains to settle the west would they really have wanted him to be excluded from holding the high office that they did?
