Sounds like, one plane was already pushed back and taxiing, while the other, was more than likely, being pushed back.

Looks like the wing walkers were not paying attention, on the plane being pushed back, and/or the pilots of the other plane, were not taxiing in designated area or not paying attention to their wing tips, while taxiing.

This has nothing to do with ATC. This is from those on the ground, not paying attention to their surroundings
