Unfortunately, the guilty party in many cases is the electorate. In urban areas, they are brain dead idiots with no understanding of real life. They actually thought defunding the police would lead to “justice” and reduced crime.
Those brain-dead voters were educated in the public school system that taught them about “systemic racism” and evil police wantonly killing innocent blacks.
