Bolton is full of crap. I've said it till I'm blue in the face, but for ol' Johnny-Boy, I'll say it one more time: REPEAL THE 22ND AMENDMENT . Repeal of a Constitutional Amendment can be done. It HAS been done. Prohibition (18th Amendment, said to be "forever", was REPEALED by the 21st Amendment.
I'm sure that if I had him in front of me, he'd say "But-but-but-but THIS time it's DIFFERENT". No it isn't. Repeal is repeal. But, I'm certain Bolton would spout that tired old chickenshit cop-out cliche' in order to feel relevant.
