Imho Pedo Sniffer (what hub calls him) is really demented. I don’t think it’s an act. Of course I could be wrong.
He’d have to be a VERY good actor to fake it all, including the gestures, stumbling, doddering and all the rest. But since it really appears there are a few actors doing stand ins, who knows what’s going on.
