I like the way some other nations handle these matters. If convicted of a capital crime the perpetrator is sentenced with an automatic appeal. That’s a one time all encompassing appeal. If the perp loses that appeal then sentence is carried out almost immediately. This eliminates one of the biggest problems and costs to the system, endless appeals. Whether a state has a death sentence or not is up to the individual state, and the fed court system needs to stay out of it.
