That was the basis of Giuliani’s “broken window” policy. Criminals move on to commit worse crimes. Crime would happen a lot less if we had a fair and impartial judicial system that actually considers the victims.
Throw the book at people who use guns or knives in the commission of a crime, and leave peaceful citizens alone who wish to be armed while in public. It’s not that hard.
Ahhh, but that would show disparate treatment and therefore be deemed racist. You see, justice cannot be blind.
