If you dig deep into the racial theories, the yes, Somalis are not black. They are. like most of their Ethiopian neighbors, descendants of Hamite people, who moved to Africa from Arabic peninsula about couple of thousand years ago.
As far as African Africans are concerned, they are considered Arabic invaders.

Oh, so then the Greeks who led the Egyptian empire for hundreds or thousands of years were also technically not African.

I guess those flying cars the Egyptians developed, but somehow got lost to history, were built by invading Greeks.
