Numberonepal’s find about the acronym NCSWIC was indeed huge. We’ve always had more than we knew but weren’t sure what we were looking at. The interface among the 50 states and the CIV/MIL panel would explain in a big way what Chris Miller meant when he thanked Pence for his contribution to the “most complex military operations this country has ever conducted”. In Miller’s words, they had “been through some stuff”. I imagine that the “stuff” could have lots to do with the difficulties in getting blue states on board.
