What makes them think the military will obey them?

The First rule of orders is: "Never give an order if you aren't sure it will be obeyed."
There is likely a problem with either the order, the giver, or both.

The Second rule of orders is: "Never, ever, EVER, give an order you know WON'T be obeyed."
There is definitely a problem with either the order, the giver, or, more likely, both.
