I never made that case.
My only point was that the water you drink is not the same water you urinate, IF you let it go through the natural cycle. I would argue trusting government bureaucrats to clean wastewater properly is foolish.

Upon further thought, the UV treatment, and possible Ozonoation of water may accomplish some of the dissociation/recombination that you described earlier.
(These happen during drinking water treatment.)
I am not looking for an argument. Just trying to understand the engineering of turning sewage into clear water is achieved. I have seen it done, I am not certain that water vapor needs to go to near space to be cleaned.
Nor do I trust gov Buear’crats.
