The problem is less about the ‘broken road’ (a ridiculous premise) than the culture in CA, as evidenced by this LA Times headline:
“What caused speeding BMW to crash, killing 4 Pepperdine students? Dueling claims amid murder charges”
Considering that the speed limit for the road at the crash site was 45mph, the question posed by LAT is both nonsensical and insulting to ‘normal’ Americans.
