You know that is not the actual problem with the law as is, troll. The issue is that the government has basically used it as a blanket tool to scoop up pretty much anything they want domestically.

I’m sure that you and those you work for are extremely interested in maintaining the status quo for their own reasons.

Then explain how you would rewrite the law to allow monitoring the communications of terrorists overseas while dealing with your issues.
