Probably not unless there is an onboard solid state memory chip that records a certain amount of telemetry (and survived) or a log trail from a cellular tower. The latter would be pretty sloppy, hard core 3 letter agencies and bad guys probably have their own transmitter/receiver which would be powerful enough to make contact with the vehicle system outside of the civilian communications network.
