There has been a lot of talk about using interest on Russian funds held in pro Ukraine country’s banks to rebuild Ukraine. Why not use some of this interest to fund an insurance payment system for any shipping damaged by Russian actions or mines in the Black Sea. Immediate cause and effect sharpens attention.

I am imagine that the big hold up is that once a precedent is set to freeze then use these funds that this tactic could be used against them, though Russia is already seizing assets from companies so just another wrinkle

In the short term this may help Russian economy, but long term doesn’t give a good outlook for future investing in Russia
