Actually there are multiple ways to pronounce it.

Most people around here say Loo a ville. Accent on Loo, all rolled together

Here in Merlin (Maryland), we have the river harbor town of Havre de Grace:

HAVE d'grace

HARV dee grah

HAVer de graws

HAVer dee grass

No body says Loo a “ville” it’s Loo a vul, but yes, accent on the Loo.
