Apparently the restriction does not apply to wide crowd shots, only where face recognition could cause security (?) problems.

I suspect there are some AI tools that can identify individuals through means other than facial. Technologies exist that can uniquely analyze the way people walk, their posture, and their stance. Remember the photo from a few years ago of a man leaning against a building located very near where JFK was murdered? The claim was the photo was of a former national leader with ties to Texas. Though the image was very blurry, the stance was very compelling to the point it was not out of the question to believe the claim.

As you say, there are ways to determine some individuals with known identifiable characteristics. Just what the above means exactly is beyond my ken; but the legal defense teams are upset at the restriction. If the video can be viewed as normal, what is to keep someone from capturing the video pictures? I just don't really understand but it doesn't sound good. ❓❓
