It's an Ohio-class with a Dry Deck Shelter attached. These are usually used for launching SEAL Delivery Vehicles. Dry Deck Shelters can be attached to almost any Los Angeles, Ohio, or Virginia class submarine. I'm not sure about the Seawolf class boats.

The Shelters don't block the launch tubes.

A SEAL Delivery Vehicle (SDV) below is positioned into its Dry Deck Shelter on the aft deck of a Los Angeles class US Navy Guided Missile Submarine (SSGN). The SDV represents a long-standing SEAL capability, developed and perfected over decades, while the SSGNs represent a major new capability, with accommodation for more than 60 special operations forces personnel, a dry-deck shelter, and dedicated lock-out chambers.

The USS La Jolla, reportedly under control of the C_A while assigned to the waters adjacent to Kalaupapa, Molokai (image below), was reportedly outfitted with an SDV in the precise hours surrounding an election interference deception mission on December 11, 2013. Reportedly aboard were foreign military divers, who were being trained to coordinate with US Navy personnel and classified gear.

The claimed-but-false death of the then Hawaii Department of Health Director in the context of a hoaxed water ditching of a commercial commuter flight fostered in part the coverup of the constitutional eligibility requirement for the 44th President, as that director had procured a false Long Form Birth Certificate for Barry. She might well have been forced to testify to a court or Congress.
