The only reason for property taxes and similar tax structures is to maintain and facilitate the debt based financial system. They insure the revenue stream has enough guaranteed income, increasing with valuations over time, to back the payments on financial instruments like municipal bonds. The mere availability of large debt issues for public purposes is an open invitation to corruption, graft, nepotism and other crime masked under the cloak of “public good”.
It ends up operating like a barely contained feedback loop. Under ideal circumstances (near 0 corruption) the lifespan would probably be long enough to only need reset the system on the downside of the ~10 generation social cycle. But humans being who we are are going to produce more than enough individuals willing to tweak and game systems so that it’s impossible to have it go more than a few generations.
If we get to reset time an additional amendment that would be epic would be the elimination of property taxes on all hard goods and land/homes save an initial infrastructure fee sufficient to connect the property to infrastructure and maintain same (escrowed account for roads, docks, etc…). Go back to separate accounts and taxes for roads, waterways, public provided power, etc…
