You are missing the point.
The UK, France, and the USSR required US aid while they were already winning. They had insufficient resources of their own to keep up maximum pressure on the enemy, to bring the war to a swifter conclusion.

France was a different situation. It had surrendered to Germany and was occupied with a traitor government. War supplies were provided to the Free French and de Gaule who were operating outside France or as a partisan underground within France.but they were not winning while France was occcupied. France thought it was well protected by its static Maginot Line. I think Russia will find they are now stuck behind their static mine fields and trenches. Mobile mechanized warfare was new in WW2. Romel and Paton understood it others did not.
