It was a strategic, albeit uncomfortable, necessity at the time. Especially uncomfortable for the Greeks. Turkey covered the southern flank of the USSR, controlled the Dardanelles and access to the Mediterranean from the Black Sea, and had, man for man, a very serious military. Also, at the time Turkey was still working hard to be a secular state and hadn’t yet succumbed to the draw of theocratic government. Now they amount to a Muslim fifth column.
