Shapiro (and others similar) is a place name. The place is known as Speyer, Germany in English. Like most family names taken from locations, it can’t be assumed that bearers are related, though there might be a greater possibility. There was a notable Jewish population in Speyer for many hundreds of year.
The guy in the picture looks an awful lot like Ben Shapiro.
I’d bet there is a relationship, like a great uncle or something.
