An alternative approach to lasers which has definitely been at least prototyped by the U.S. would be microwaves focused into a beam (but not laser-coherent) by parabolic-antennae transmitters. It occurs to me that if the Israelis are using microwave energy rather than laser, this would account for the limited range reported in the U-tube story.
