First Deputy Prime Minister of Ukraine-Minister of economy of Ukraine Yulia Sviridenko and Prime Minister of the Republic of Croatia Andrej Plenkovic during a meeting in Zagreb on October 10, 2023 discussed issues of strengthening cooperation between the two countries in the economic sphere, reconstruction issues, and humanitarian demining. After the meeting, Yulia Sviridenko and Deputy Prime Minister-Minister of internal affairs of the Republic of Croatia Davor Bojinovic signed an intergovernmental agreement on cooperation in the field of mine clearance in the presence of the Prime Minister of the Republic of Croatia.
“Ukraine is extremely grateful to the Croatian people and Government of Croatia for the political, military, financial and humanitarian support that our state and Ukrainians have received since the beginning of the large-scale invasion. We are grateful for the programs to improve the health of our defenders and children of Ukrainian soldiers initiated and implemented by your country. Croats do not need to be told what war is, what aggression is: relatively recently, Croatia experienced this for itself. And he still feels the consequences: after all, mines and shells that did not explode do not know about the end of the war. Croatia has come a long and difficult way to overcome the consequences. And today Ukraine needs Croatia’s experience in mine clearance and reconstruction and restoration,” Yulia Sviridenko said during a conversation with Andrey Plenkovich.
First deputy prime minister of Ukraine-Minister of economy of Ukraine stressed that first of all, Croatia’s experience in organizing and moderating mine clearance will be useful for our state.
Speaking during the signing of the agreement on cooperation in the field of mine clearance, Yulia Sviridenko noted that one of the significant and important elements of Croatia’s support for Ukraine is cooperation in the field of Humanitarian De-mining.
“Croatian-made mine clearance vehicles are already working in Ukrainian fields, making the land safe. In the summer, Ukrainian and Croatian manufacturers agreed to localize the production of such machines in Ukraine. Today we are strengthening cooperation. The intergovernmental agreement on cooperation in the field of mine clearance begins a new stage of cooperation between governments, experts, specialists in the field of mine clearance, and manufacturers of both countries. Cooperation, the ultimate goal of which is to clear the territory of Ukraine of Mines, ensure the security of Ukrainians, restore and develop our state,” Yulia Sviridenko said.
As the First Deputy Prime Minister of Ukraine-Minister of economy of Ukraine emphasized, the areas of cooperation stipulated by the agreement are components of the Mine Action Strategy, which Ukraine is working on. Therefore, the agreement is a very practical and substantive document, and work on it will begin immediately.
The agreement between the Cabinet of Ministers of Ukraine and the Government of the Republic of Croatia on cooperation in the field of mine clearance provides for cooperation, in particular, in the following areas::
* measures of non-technical and technical inspection, mine clearance, clearing of territories;
* educating the public about the risks associated with explosive objects, providing assistance to victims of Mines;
* development of a regulatory framework and standard procedures in the field of mine action;
* trainings for specialists, exchange of experience among experts, teachers for training mine clearance specialists, transfer of expert knowledge and best practices;
* exchange of knowledge and experience on the development of capabilities for the production of protective equipment, equipment for mine search and mine clearance, in the field of training and certification of mine search dogs;
* facilitating the exchange of experience on the practical use of equipment used in the field of mine clearance, etc.

-training the population on the risks associated with explosive objects, providing assistance to victims of mine explosions;
-development of regulatory framework and standard procedures in the field of demining activities;
-trainings for specialists, exchange of experience among experts, instructors in the training of de-mining specialists, transfer of expert knowledge and best practices;
-exchange of knowledge and experience on the development of capabilities for the production of protective equipment, equipment for mine search and mine clearance, as well as in the field of training and certification of mine detection dogs;
-facilitating the exchange of experience in the practical use of equipment used in the field of mine clearance, etc.
In July 2023, the Croatian government donated €1 million for humanitarian mine clearance of Ukrainian agricultural land to help Ukrainian farmers resume their work in the regions most affected by explosive remnants of war.
