Or it could be an attempt to steal homes. There’s a lot of title theft going on as well as squatters taking over homes and the legal owner being unable to evict them due to ridiculous “tenant’s rights” laws. Maybe they are hoping somebody will actually vacate, they’ll move in squatters, and then get title to the home.
Regardless, it is hilarious.
