I suspect that Serbia has figured out that the West is SPENT, hardware-wise, so now is the time to reclaim their renegade territory.

There are 4500 NATO troops in Kosovo and a US carrier strike group just chilling in the Adriatic. That may be what they're betting but it's a strange bet.
