Someone freepmailed me this Q drop, another mention of Emergency Alert System as well as the one I posted as an image above:

I was wondering what “WH” indicated, so I checked “White hats” which Q used once in drop 4960. So, wondering of WH in 2793 means white hats or White House? It’s listed after “countermeasures in place” which clearly mean by the good guys.
