My son and his family were in Italy the last 2 weeks.
Italy had an EBS and their phones went off also.

Thank you. You’ve answered one of the questions and my phone should receive the alert. The only question that remains is will the American phones connected to a Canadian (or other international) cell tower also receive the alert? Maybe not, unless there’s an international agreement about these things.
