Sure, the kid's an a$$hole but it's not like he shredded the Mona Lisa here. Let's have some perspective.
I would opt for one of the old penalties for thievery - both hands.

It may not be the Mona Lisa-but if you look carefully, you will see that there are no other trees visible in the photo. I don’t know where you live, but for most of us, having trees nearby to hold in soil and prevent erosion is a big deal-even pastures and fields are edged with trees/woodland duh! Fine that brat’s parents until their bank account bleeds to pay for replacement tree/trees...

There are also strict rules for planting replacement trees in logged areas-it is called maintaining a sustainable resource-my employer worked as a logger in Oregon and Alaska-take a look at those pages and pages of rules and regs-for each area-if you want some perspective...
