Brings another question. Do you support what he said?

If Ukraine “hunts down” Russian propagandists worldwide, its fair game, in Ukraine. Its war, and everything and anyone that aids their enemy is a legitimate target, within the context of the war. The question is whether Ukraine can get at them, legally.

In Ukraine its a slam dunk case. A nation at war has vast, overriding powers to conduct a war. It does not have to tolerate pro-enemy actors.

Ukraine can also ignore Russian laws. As Ukraine is at war with Russia, Russian laws are irrelevant, so propagandists in Russia are also legal game (not to Russia of course, but certainly to third parties).

Elsewhere there isn’t much Ukraine can do about it, as a matter of law, as its not just Ukrainian law they would be dealing with, and as the rest of the world is not at war with Russia. Most of what Ukraine would probably like to do to attack Russian propagandists in neutral countries would be illegal outside of Ukraine (or Russia).

Its very much like the case of Israels Mossad. The Mossad was acting illegally in all its actions against anti-Israel groups outside Israel (or countries it was technically at war with, like Lebanon and Syria). But they did a great deal of this anyway. Much of this was tacitly permitted by various countries, as these persons were inconvenient to these third parties as well. This all was extremely “grey”, no matter how you slice it.

This is further complicated by the nationality of the persons targeted. If the targeted persons were Ukrainian or Russian it would be easier to turn a blind eye to all this. The Mossad, as far as I know, did not target anti-Israel foreigners (of those countries Israel was not at war with).

Like I said, this is all very “grey”. Some research into the foreign activities of the Mossad may be helpful as to what Ukraine may be able to get away with.
