IMO, the inside job aspect is merely that 3 letter agencies knew this was going down and just hamstrung stopping it… I'll take it one step further and say those same 3 letter agencies (through requisite intermediaries) recruited and trained those who did it.

Hmm, feeble memory struggling.. someone, Jamie Gorelick (???) prevented the knowledge that this was being planned to reach others in the fedgov. Hopefully others remember better.
