No it wasn’t. You have no idea of the number of appointments and new hires that have to reviewed, vetted, chosen, approved and accepted with any new administration. Any new adminstration starts with what they think is working the worst, and until 9/11 it was not openly clear and accepted just how bad the innteligence against Al Queda was. Part of it was intelligence errors and part of it was insufficient sharing of intelligence between agencies. By whom? Almost entirely by federal employees that remained in service, and that mostly because prior admins had not determined their ineffectiveness. While 9/11 was a wake up call, it took years to make our intelligence operations so inneffective, not nine months.
