I have seen a tow truck (in a picture) that had an integrated forklift-type mechanism that would fully lift a vehicle just like a hydraulic lift in a garage ... And move it to a place where the winch could be used to pull the vehicle onto the flatbed.

And/or while the EV was in the air dollies could be placed under the wheels.

Here's a YouTube video of a truck using a crane to pick up a car and put it on the flatbed.
