fire fighting aircraft: Yup , that might be what you saw. That neighborhood has had fires all over the place. The U2 was flying at 60K which would have given it a great look at the ‘hood. And it certainly has the Kodak gear to take a useable pic. My first guess is that NASA doesn’t mind loaning it to the fire guys to help justify owning the thing in the first place. Our gummint has endless ways to piddle away bucks by the plane load. They could have gotten the pics with a couple of Cessnas.
Our local guys, a bit to the east, send up the small plane fire patrol after lightning storms. About 20 fly radials looking for smoke. Great deal for the pilots. They get the flying time and the gummint buys the fuel.
...BUT, I’ve NEVER seen or tracked a U-2 over Oregon
