That’s hard to say for sure without collection and testing. Both, possibly.

I’ve seen it claimed that the ones that spread out strangely (wispy expansion in two directions or more, like the one at the top left), are more likely to be “not just simple water vapor condensation from burnt jet fuel”.
(That makes sense to me, scientifically.)

Nano metal particles added to the fuel for whatever reasons might behave that way, for example.
