A fool would think an encryption program that they haven't written themselves is secure.
The real fool is someone who has written an encryption program themselves and thinks it's secure without having the implementation audited by competent cryptographers. Even if the protocol you are using is secure, it is really easy to make implementation mistakes, especially with things like your RNG.
