An entity that hadn’t been heard from in over a decade began announcing large swaths of formerly unused IPv4 address space belonging to the U.S. Department of Defense. Registered as GRS-DoD, AS8003 began announcing 11.0.0.0/8 among other large DoD IPv4 ranges.”
11.0.0.0/8 is CIDR Notation for the IP address range of 11.0.0.1 - 11.255.255.254
11.35.80.9 is definitely in the mentioned IP Range.

I remember that. I didn’t know the import then, or now... other than Trumps’ arrest number being a DoD IP address number.

That IP can also be 1.135.80.9 or 113.58.0.9 or 113.5.80.9
