In its earliest, Medieval, form it merely refers to the methods of science. Empirical science.
In its 20th century usage, from Hayek and Popper, it means the improper claim to be using the tools of hard science in social science fields where they don’t apply.
The flat Earth debate hinges on what physical evidence tells us about the shape of the Earth. That’s entirely an argument within the world of hard science where measurement is everything.
