You obviously suffered from a shortage of chicom spies working in your budget/procurement departments. Seems to be fashionable to hire the first Chinese citizen, give he/she/it a security clearance and a copy machine, and a key to the nearest chicom embassy? Maybe even a Minox and a case of film?
I do remember that it took Ivan and Mao a long time to sort of copy stuff that I might have worked on.
