I would think gmo-ing one sex may some how effect the other sex when more mosquitos are born/hatched?
would that not possibly harm people when those new mosquitos bite a person?

It’s not usually good to mess with things God created and change them because it will likely badly mess up some thing else that will then effect humans worse.
