I converted the PDF of the Grassley letter to HTML and posted it to an old Festival here.
Since the start of Q, the task of converting PDF documents to HTML for posting on FR has gotten much easier. If anyone has a need to do so, I used Convertio to change the PDF to WORD, but that little free web program has many options for converting one file format to another.

From there I was able to copy and paste the MSWORD text into the left side of the page at WORDTOHTML.com. I didn't have to tinker with it except to add the header as a separate image. I used PAINT to make the header image a file and was disappointed it was blurry - would use something else if you want it to look good.
This was the easiest time I've every had converting content like that. It looks like WORDTOHTMLCOM could be a convenient tool to format FR posts by copying a post and pasting it into the left side of WORDTOHTML.com to convert it to HTML. For example I just clicked 'reply' on your post to me and copied your content and pasted it below - and the formatting looks alright! And it was easy. (The finished HTML code is displayed on the right side of the WORDTOHTML.com page to copy and paste to FR)
