The biggest element of failure however is that too many Americans are sick and tired of - or don't understand - being free and will just tuck their heads down and submit. The Republican Party is a total failure! A dark future.

That’s why Washington state (among others) had to follow the “Enhanced Driver’s License” rule from DHS. The non-enhanced ones were passed out to anyone who wanted one and are basically only good for voting and applying for goodies...
From the DHS website - “Enhanced Drivers Licenses (EDLs) are state-issued enhanced drivers licenses that provide proof of identity and U.S. citizenship when crossing the U.S. border in a vehicle.” https://www.dhs.gov/enhanced-drivers-licenses-what-are-they
(note the “proof of...U.S. Citizenship”).
