The cheap and easy solution to this is corporal punishment for minor offenses, as done in Singapore. No running up 10 crimes while on no cost bail awaiting trial. Use inmates to apply the whoopings. Going to Juvee or hanging with the homies in jail might be a cool resume-builder for some. Having your back and arse shamefully whipped is not. Done correctly it’s not cruel, and it darn sure shouldn’t be unusual.
