no scientific laws are broken making those solar panels. They're simply scattering light in order to keep the panels cooler. A fan can do that and there are tests showing if you put a fan under the panels you can get a great deal more efficient panels.
When he said they can get 10X more efficient. They're flat out lying. The best you can get is about 80% more efficient.

I have another idea that should work even better to keep them cool then scattered light.
