It would. And it is not subject to judicial review, it is a plenary power. The check and remedy on it, if used in a corrupt manner, is impeachment.

Self pardoning has not been tested. It may or may not stick. It would have been OK if Clinton had pardoned himself.
Fortunately for him, he was a Democrat, and couldn't be charged with felony perjury in the face of an Article III federal judge [Susan Webber Wright].
