The more interesting question is why no one has returned. Some say it’s because of what happened there on the first mission.
That question really isn’t very interesting, once you reflect that it would cost multiple billions of dollars in today’s money (around 350 million per mission in 1969), and there’s nothing up there to pay for it.

Yes they strapped a bottle rocket to a Budweiser can and flew to the moon. Because that’s our best propulsion system. 🙄
If you would merely consult the reports, the moon landings were very expensive and suffering from diminishing returns. The public lost interest in them as well, so Congress didn't feel pressure from their constituents to continue funding those flights. NASA wanted to make better use of the money.
