The military oath of enlistment and commissioning require the military personnel to swear to protect the Constitution against all enemies, foreign and domestic.

SCOTUS has ruled that racial quotas are expressly illegal under the Constitution.

The general pushing the quota is violating is oath, and unqualified to hold his position.

I have been following Brown's remarks over the past two years and his interests are exclusively in quotas not quality of the force.
