The idea they are "weapons labs" is not very plausible. Why would you put your most sensitive military laboratories in a corrupt country on the border of a major adversary? We do not develop our "black operations technology" in foreign countries. It is done with the utmost secrecy where we can protect it and keep it secret.
I have little doubt Ukrainian soldiers are being given drugs to enhance their performance. The USA, Japan, and Germany all did so in WWII. There are probably others who did so as well, almost certainly the Soviet Union, but I do not recall their use in WWII by the USSR as clearly.

And I don’t think anyone has disputed that. But that is not the issue, is it? We’ve funded research in Russia, and China, and a whole host of similar shady characters; but, weapons labs involving elements which we have ourselves condemned? Present the evidence.
And you bring up a good point: Such operations would be highly classified, and would present a serious national security risk if compromised.
And, I don’t think the pro-Russia FReepers who routinely trot out the “bio labs” boogeyman are referring to manufactured performance enhancing stimulants when they wax indignant about “bio labs.”
Just like the US takes captured foreigners to Turkey for extreme torture and murder for plausible deniability, the U.S. intelligence agencies and military performs Mengele-esque medical experiments in other countries to avoid U.S. laws and government oversight.
